Under a binding version of NOTA, if NOTA receives more votes than any individual candidate (a plurality), the election is declared invalid and must be re-run. All parties have to field different candidates for the re-run, and the candidates who lost to NOTA are barred from contesting in the race. All other electoral rules remain unchanged.
